Aren’t things like the Crypto Reserve exactly what we DON’T want to happen?

Please correct me if I’m wrong but isn’t this reserve going to be detrimental towards the initial purpose of Crypto? Why do we want the government in the game? Wasn’t one of the most important purposes of crypto that the government can’t control it? Isn’t the reserve a step in that direction though?
