How come so many people decide to commit fraud in world of crypto?

I mean scams, rug pulls, crypto draining etc. How people not get caught, what is up with that? Its literally stealing, yet everyone does it from people in white house, to teens in their mom’s basement… Like I mean why not just make a honest living
