Is Pepe Coin A Pump And Dump Scheme?

On November 13, Pepe coin skyrocketed from 0.000013 to 0.000025 and now it is at 0.000019.

I am curious if it was all just a pump and dump scheme.

I heavily regretted putting in 16,500 at 0.000024 on November 13. Now, I only have 13k. Had I put that same amount onto Bitcoin at 89,600, I would have had somewhere in the ballpark of 18k.
