Lobstr is it scam?
My friend is putting massive amounts of money into it, and he says he’s at like 2 millions XRP or something. Why wouldn’t he just withdraw this now that’s like a ton of money in usd??? Is he getting scammed like is he locked into the wallet?

It’s very possible he bought the “wrong” xrp (although I wouldn’t recommend buying the real xrp either.)

Lobstr itself is not a scam no it’s just a wallet app.
But sure you could buy any number of scams using any wallet. It’s crypto there is no regulation you alone are responsible for your own security and research.
It’s a red flag to me that he is talking about xrp but Lobstr is a stellar (xlm) wallet. Yes, they advertise that you can buy xrp with it but then that involves bridging, wrapping, etc.
