Ripple lawsuit

So the ruling states they can’t sell to United States company’s without going through sec filing first.

But that’s just the UNITED STATES

So they can sell to let’s say a Korean businesses

And

Another business in America ( that has ties into that that transaction) then can they then go to that Korean business( who ripple sold that Xrp to ) and buy that Xrp and acquire it that way.

Essentially making that Korean business the middle man in this transaction Is this possible any answers?
