Why is 20% tariff considered positive bullish catalyst?

Why is the market pumping today when the tariff news is that Vietnam is going to get slapped with 20%. Is that actually bullish news? Because from my point of view, it’s neutral news at best. I don’t understand that. Has Trump warped reality so much and set the bar so low that now a 20% tariff rate is actually considered positive bullish news?

Trump said that he’s planning to send out letters to countries announcing 25% tariffs, so if we can assume 20-25% tariffs are going to be the average announced on July 9th, why the hell is the market going up lately? It almost seems like investors are delusional at this point, like they are so desperate to believe that there will be a bull run and they’re going to make big bucks that they are deliberately ignoring all evidence to the contrary. I know about m2 money supply and what not but I think bull-run faith is almost wishful thinking at this pt

Some people say market work in their own way and people just try to find a narrative to fit market movement. I think it’s true in this case. Vietnam’s new tariff have nothing to do with the market pumping.
