Is Buymeo.com a scam?

Please help is buymeo.com a scam?

I transfer 2k usd to binance bought XRP and sold it on Buymeo.com with a spread of 10% Money sent back everything good.

Now i did it again from binance to Buymeo, sold with profit but i can’t withdraw my funds from Buymeo since the rule 8.3

I need to deposit the same amount USDT to Buymeo before i can withdraw all my funds. Please help
