What’s the Future for Low-TPS Chains Like Ethereum and Cardano?

I understand there are layer 2s and there can be upgrads but long term I can’t see web3 being built out on tech with such a bottle neck. Can chains with low TPS really serve as the foundation of Web3?

I’m not trying to spread FUD just looking for a genuine conversation.
