Will ADA top 3 again?

I know Cardano was designed with compliance and regulation in mind, which are more acceptable to governments and institutions.
With U.S. federal cryptocurrency laws starting to take shape, will Cardano benefit? Since it was developed in the U.S. and is at the forefront of a regulated, government friendly crypto future?
